Funding and grants for founders hiring in Italy: a practical FAQ

Founders often ask where the money comes from when they build a team in a new country. This FAQ covers the usual sources of capital and support, and how they relate to hiring in Italy. It is general guidance. Check the current terms of any programme before you plan around it.

Where do founders usually look for capital first?

Most look at their existing investors. If you have raised a round, the first question is whether the budget already covers a team in Italy. Many boards approve a new market only when the hiring cost is clear and capped.

Other common sources are:

  • Revenue from current customers.
  • Venture capital and angel investors.
  • Venture debt for companies that already have steady income.
  • Corporate partners that want a local presence.

None of these are specific to Italy. They fund the company, and the company then decides where to hire.

Are there grants for hiring in Italy?

Yes, support schemes exist. They come from national bodies, regional bodies and European programmes. They tend to target particular goals, such as research, innovation, hiring in specific regions, or hiring specific groups of workers.

Two points matter for a foreign founder.

First, many schemes require a local legal entity. If you have no Italian company, you may not qualify.

Second, schemes change. Rules, budgets and deadlines move. Treat any grant as a possible bonus, not as the base of your hiring plan.

Do grants work if I hire through an Employer of Record?

It depends on the scheme. Some benefits attach to the legal employer. With an Employer of Record (EOR), the EOR is the legal employer in Italy. That can matter for eligibility.

Do not assume a scheme will apply. Ask the scheme’s administrator, or an adviser, before you sign any hiring contract. Then ask your EOR provider how the employment is structured and what records they can give you.

What about tax incentives?

Italy offers various tax and contribution incentives. Some relate to the type of worker, the location, or the kind of work. Others relate to research and development spending.

These incentives usually reduce cost after the fact. They do not fund the start of a project. So you still need cash to pay salaries and contributions up front.

Our advice is to build your first budget without incentives. Add them later if you qualify.

Where do founders find support besides money?

Capital is only one need. Early teams in a new country also need advice, contacts and a place to test ideas. Common sources include:

  • Accelerators and incubators. They offer mentoring, office space and introductions.
  • Regional development agencies. They help foreign companies understand local programmes.
  • Chambers of commerce. Many have desks for companies from your home country.
  • Universities and research centres. They connect founders with skilled graduates and joint projects.
  • Founder networks. Peers who have already hired in Italy can save you months.

These groups rarely pay for hiring. They help you find people, partners and customers.

What is the biggest hidden cost when building a team in Italy?

Setting up a company before you know whether the market works. A local entity needs registration, an accountant, payroll, social security accounts and ongoing filings. That takes time and money before the first hire starts.

An EOR lets you hire without that setup. You choose the person. The EOR employs them under Italian rules, runs payroll and handles social security. You direct the daily work. This keeps your upfront cost low and your plan flexible.

If the team grows and you later open your own entity, you can move employees across. That is a good moment to look again at grants that need a local company.

How should I plan the budget?

Keep it simple.

  1. List the roles you need and the cost of each.
  2. Add employer contributions and the provider fee.
  3. Add recruiting and relocation costs if the person comes from abroad.
  4. Set aside a reserve for surprises.
  5. Treat grants and incentives as upside.

Share this plan with your investors. They usually prefer a clear monthly cost over an open-ended setup project.

Should I wait for a grant before I hire?

Usually no. Application cycles can be slow. Waiting can cost you the person you wanted and the market window. If a scheme fits, apply in parallel. Do not make your first hire depend on it.

What should I ask before I commit?

  • Does the scheme need a local company, or can a foreign company apply?
  • Does it recognise employees hired through an EOR?
  • What reporting does it require, and who prepares it?
  • What happens if the grant is refused? Can the hire still go ahead?

Clear answers to these questions save you from a funding gap later.
