Hiring in Milan: talent, living costs and local taxes for international employers
Last modified on November 5, 2026 • 5 min read • 966 wordsMilan is where many foreign companies start when they hire in Italy. It is the business centre of the country. Finance, fashion, design, consulting, technology and manufacturing all have a strong presence. If your company needs staff in Italy, you will probably look at Milan first.
This article covers three questions. Who can you hire? What does it cost your people to live there? Which local taxes apply? It is a starting point, not a full plan.
Talent
Milan draws professionals from across Italy and abroad. Many people move there for their careers. The city has several large universities and business schools, so there is a steady flow of graduates. Many professionals work in international teams and are used to English as a working language.
This helps if you hire for sales, finance, engineering, marketing, legal or operations roles. It also means competition. Local employers know the market well, and good candidates compare offers. A clear job description, a fair salary and a fast process matter more than a famous name.
If your company has no Italian entity, you can still hire. An Employer of Record (EOR) employs the person in Italy on your behalf. You direct the daily work. The EOR handles the contract, payroll, social contributions and compliance. This lets you test the market before you set up a company.
Cost of living
Milan is one of the more expensive cities in Italy. Housing is the main cost for employees, and it shapes salary talks. Candidates from outside the city will ask about rent. Candidates already living there will compare your offer with what they pay now.
We have no verified figures on rents or prices for this article, so we do not quote any. Check current local data before you set a salary band. Ask candidates what they expect, and compare it with what similar roles pay in the city.
Some practical points help you stay competitive without raising pay:
- Offer flexible or hybrid work. Many people value it as much as a small raise.
- Help with relocation for people who move from abroad or from another Italian region.
- Be clear about the full package early, including benefits required by the collective agreement that applies to the role.
The applicable national collective labour agreement (CCNL) sets minimum pay and many conditions. It depends on the sector and the job. Pick the right one before you make an offer.
Taxes at city level
Most employment taxes in Italy are national. Income tax and social contributions follow national rules. On top of that, municipalities can apply a surcharge on personal income tax.
Milan applies a flat municipal surcharge of 0.8%. There is an exemption threshold of 23,000 EUR. Employees with lower income fall under the exemption. Employees above it pay the surcharge.
What this means for you:
- The surcharge is small compared with national income tax.
- It is paid by the employee. It is withheld through payroll.
- It affects net pay. When you talk about gross salary, remember that the city of residence changes the net amount a little.
The figures come from a secondary source, a specialist Italian tax site. Rates can change from year to year. Your payroll provider should confirm the current rate and the exact way the threshold applies before you finalise any offer.
Note that the surcharge depends on where the employee lives, not where the company is based. Staff who live outside Milan may pay a different municipal rate.
What to do next
Start with the role, not the city. Decide what you need, which agreement applies and what the person will cost in total. Then test Milan against that plan.
A simple order of work:
- Define the role and the collective agreement that fits.
- Set a salary range using current local market data.
- Confirm the municipal surcharge and other taxes with payroll.
- Choose how to employ: your own Italian entity or an EOR.
- Plan onboarding, equipment and, if needed, visa and relocation.
Milan rewards companies that prepare. The talent is there. The costs are higher than in many other Italian cities, and the local tax is modest but real. Clear numbers up front prevent surprises after the contract is signed.
