Bureaucracy in Italy without the myths: what is slow, what is not
Last modified on November 5, 2026 • 5 min read • 1,012 wordsAsk ten foreign managers about Italian bureaucracy and you will hear the same stories. Endless queues. Stamps. Offices that close at noon. Some of it is true. Much of it is out of date or applies to a different kind of task than hiring.
This article separates what is slow from what is not, so you can plan a hire without fear or false hope.
Myth: everything needs a paper form and a visit in person
Most employer registrations in Italy now run online. Social security registration, tax withholding set-up and the notification of a new hire to the authorities are handled through digital portals. A professional who does this every week files them in a routine way.
The real issue is not the portal. It is knowing which filings apply to your case, in which order, and what the system expects to see. A first-time foreign employer gets this wrong easily. An experienced local provider does not.
What is usually fast
Hiring an EU or Italian worker. There is no work permit to wait for. The steps are mostly administrative: a written contract, a notification to the authorities before the start date, and registration with the social security and workplace insurance bodies.
Payroll. Once the employee is registered, payroll runs on a regular monthly cycle. Payslips, contributions and withholding follow fixed rules. This part is predictable.
Contract drafting. The applicable national collective agreement sets many of the terms. That removes a lot of negotiation. You choose the right agreement for the role, and the minimum conditions are already defined.
Employee onboarding. Once the legal entity or the Employer of Record (EOR) structure is in place, adding a further employee is far simpler than adding the first.
What is genuinely slow
Setting up your own Italian entity. If you open a subsidiary, you need a company registration, a bank account, a tax number, and an authorized signatory. Banks in particular can be slow with foreign-owned companies. This is the step that most often delays a project.
Work authorization for non-EU nationals. This is the biggest source of delay. It involves immigration offices, consulates and document checks. Timing depends on the office, the country of origin and the quality of the file. A missing document can reset the clock.
Document legalization and translation. Foreign diplomas, birth certificates and criminal record certificates often need to be certified or translated. Each country has its own route. Plan for this early.
Residence and local registration. After arrival, the employee has to complete local registration steps. These depend on the municipality. Some are quick. Some are not.
Anything that depends on a single official. Italy is not one bureaucracy. It is many offices, each with its own habits. The same request can take very different time in different cities.
What is slow because of the process, not the country
Some delays are self-inflicted. They come from incomplete files, late decisions, or unclear job descriptions. A visa application that describes the role vaguely will draw questions. A contract sent without the correct collective agreement will come back. These are not Italian problems. They are preparation problems.
Myth: you need to speak Italian to handle it
The forms and official communication are in Italian. But you do not need to handle them yourself. A local partner reads the notices, answers the questions from the authorities and keeps deadlines. Your team only needs to supply the right documents on time.
How to plan around the real delays
- Start the work authorization process as soon as the candidate accepts, not after the contract is final.
- Collect and certify foreign documents in parallel with everything else.
- Do not open an entity just to hire a small number of people. If speed matters, use an EOR and keep the entity question for later.
- Give the provider a precise job description and the real start date. Vague input creates slow output.
- Expect that non-EU hires take longer than EU hires, and tell the candidate so.
The honest summary
Italian bureaucracy is not a wall. It is a set of separate steps, and most of them are routine. A few are slow, and those few are well known: entity set-up, bank accounts, work authorization and document certification.
If your hire is an EU citizen and you use an EOR, the process can be straightforward. If your hire is from outside the EU, or you want your own entity, build in time and start early.
