Benefits that resonate with Italian employees: welfare, meal vouchers and health cover

A job offer in Italy is judged on more than gross salary. Candidates look at the whole package. Benefits that cut real costs or save tax often matter more than a small raise.

If you are a foreign company hiring in Italy for the first time, this is where you can stand out. It is also where many employers get it wrong, because the benefits that work at home do not always translate.

This article covers three areas: meal vouchers, welfare and fringe benefits, and health cover.

Why benefits matter more in Italy

Taxes and social contributions take a large share of gross pay. A benefit that is treated well for tax purposes puts more value in the employee’s hands than the same amount paid as salary.

Italian employees know this. Many compare offers by what they keep, not by what is written on the contract. A clear benefits package signals that your company understands the local market.

Collective agreements also play a role. Many sectors set minimum benefits by contract. Your package should sit on top of these, not replace them.

Meal vouchers

Meal vouchers are the benefit most Italian employees expect. They are common, easy to understand and widely used in supermarkets and restaurants.

According to the sources we use, the tax-favoured daily value for electronic meal vouchers is 10 EUR per day. The paper version has a lower limit, which is one reason many employers have moved to electronic cards.

The practical points:

  • Electronic vouchers are simple to manage and are what most employees now prefer.
  • The benefit is usually given for days actually worked.
  • Check the current limit before you budget. Rules change with each budget law.

For a foreign employer, meal vouchers are a low-cost way to match local norms. Leaving them out can look like a gap, even if your salary is competitive.

Welfare and fringe benefits

Corporate welfare is the second pillar. In Italy, employers can give goods and services to employees with favourable tax treatment, up to an annual threshold.

From the sources we use, the fringe benefit threshold is 1,000 EUR per year in the general case. For employees with dependent children, it is 2,000 EUR per year.

Below the threshold, the value reaches the employee without being taxed as ordinary pay. That makes it an efficient way to reward people.

Common uses include:

  • Fuel or transport support
  • Contributions to utility bills
  • Gift cards and shopping vouchers
  • Education and childcare services
  • Supplementary services for family members

The higher threshold for employees with children is worth noting. It lets you tailor the package. A parent may value help with household costs more than a gift card.

Two cautions. First, the threshold is a ceiling, not a target. You do not have to use all of it. Second, the rules are updated often, so confirm the current limits and conditions before you commit to a plan.

Health cover

Italy has a public health system, so health cover from an employer is an addition, not a necessity. Even so, it is one of the benefits employees value most.

Why it works:

  • Private care can shorten waiting times for visits and tests.
  • It covers the employee and, in many plans, the family.
  • It is seen as a sign of a serious employer.

Many collective agreements already include a sector health fund. Before buying a separate policy, check what your agreement provides. You may only need to enrol employees and add a top-up for specific groups.

We do not quote figures for health plans here, because costs depend on the insurer, the level of cover and the age profile of your team. Ask for a written offer based on your actual headcount.

How to build a package that works

Start simple. You do not need a long list.

  1. Check what the applicable collective agreement already requires.
  2. Add electronic meal vouchers. They are expected.
  3. Use part of the fringe benefit threshold for services employees can actually use.
  4. Offer health cover, or top up the sector fund.
  5. Explain the package clearly in the offer letter, with the value of each item.

That last step is often skipped. Many employees do not see the value of welfare unless it is spelled out. A short summary in the offer helps with acceptance.

Common mistakes

Paying everything as salary. This ignores the tax efficiency of welfare and can make your offer look weaker than it is.

Copying a home-country package. Stock options or a gym allowance may be welcome, but they do not replace meal vouchers or health cover.

Ignoring the collective agreement. Benefits defined by contract are not optional. Your own plan should be built around them.

Not updating the plan. Limits and conditions change. Review your package each year.

What an Employer of Record can do

If you hire through an Employer of Record (EOR), the EOR runs payroll and applies the correct treatment to each benefit. It can set up meal vouchers, track welfare use against the threshold and enrol employees in health plans. You decide the package. The EOR handles the administration in Italy.

This matters most when you have a small team and no local HR. A wrong setup is hard to notice and costly to fix.
