Same Salary, Five Italian Cities: How Local Surtax Changes Net Pay
Last modified on November 5, 2026 • 5 min read • 1,014 wordsYou offer the same gross salary to an employee in Milan, Rome, Turin, Bologna or Naples. The net pay is not the same in all five. National income tax is identical everywhere. The municipal surtax is not.
This article explains the local layer. It shows what to check before you set a salary for a given city.
The national base is the same
Italy taxes employment income with progressive brackets. The national scale has three steps:
- Up to 28,000 EUR a year: 23%.
- From 28,000 to 50,000 EUR: 33%.
- Above 50,000 EUR: 43%.
An employee in Naples and an employee in Milan face this same scale. The difference starts after it.
The municipal surtax on top
Each city adds its own surtax on personal income. The city sets the rate. It also sets an exemption threshold. Both change the final amount withheld from the payslip.
Here is what each of the five cities applies.
| City | Rate | Exemption threshold |
|---|---|---|
| Milan | 0.8% flat | 23,000 EUR |
| Rome | 0.9% flat | 14,000 EUR |
| Turin | 0.8%, 0.8%, 1.1%, 1.2% (four brackets) | 11,790 EUR |
| Bologna | 0.8% flat | 15,000 EUR |
| Naples | 1% flat | 12,000 EUR |
What the table tells you
Milan has the highest exemption threshold of the five, at 23,000 EUR. Its rate is among the lowest, at 0.8%. For a salary near that threshold, Milan is the most favourable city of the group.
Bologna has the same 0.8% rate as Milan. Its exemption threshold is lower, at 15,000 EUR. The rate is the same, but fewer employees fall under the exemption.
Rome charges 0.9% with a 14,000 EUR threshold. It sits in the middle on both measures.
Naples has the highest flat rate of the group, at 1%. Its threshold is 12,000 EUR. An employee there pays more in local surtax than a colleague on the same gross salary in Milan or Bologna.
Turin works differently. It does not use a single rate. It applies four brackets, from 0.8% up to 1.2%. Its exemption threshold is the lowest of the five, at 11,790 EUR. As income rises, the effective local rate rises too. For higher salaries, the stepped structure can make Turin the most expensive of the five for the employee.
Why this matters for an employer
Most foreign companies set pay as one figure for the whole country. Employees do not compare gross salaries. They compare what lands in their bank account.
Two hires with the same contract can see different net pay purely because of where they live. If you hire in several cities, expect questions. A candidate in Naples may ask why a peer in Milan takes home more, even though the gross figure is the same.
The gap comes from the municipality of residence. It does not come from your company’s policy. It helps to explain this early, before the offer is signed.
What to do before you fix a salary
First, decide whether you quote gross or net. If you promise a net figure, the gross cost to you changes by city. If you quote gross, the employee’s net changes by city.
Second, check the city of residence of the employee. The surtax follows where the employee lives, so a remote hire may sit in a different municipality from your reference office.
Third, remember that the municipal surtax is only one layer. Other deductions apply as well. The table above covers the municipal part only. It is a guide to the local effect, not a full net pay calculation.
Fourth, confirm the rates each year. Municipalities can change them. The figures here come from secondary sources. Check them against the current municipal decision before you commit to a number in a contract.
A practical rule
If your hire earns close to the exemption threshold, the city matters a lot. Milan’s 23,000 EUR threshold is far above Turin’s 11,790 EUR. For a lower salary, this can decide whether the surtax applies at all.
If your hire earns well above the thresholds, the rate matters more. Then the gap between 0.8% and 1% or 1.2% is what separates the cities.
Either way, do not assume one national net figure. Model the offer city by city.
Summary
The national income tax scale is the same in every Italian city. The municipal surtax is not. Milan, Bologna and Rome stay at or below 0.9%. Naples charges 1%. Turin steps from 0.8% to 1.2%. Exemption thresholds range from 11,790 EUR in Turin to 23,000 EUR in Milan. Plan your offers with that in mind.
