How Italian gross pay becomes net pay: the employee pension contribution, the income tax brackets and the employment tax credit, explained simply.
Net vs gross in Italy: how much your employee takes home

You agree a gross salary with your Italian hire. They look at the net amount on the payslip. The gap between the two surprises many foreign employers, so it helps to know how it works before you make an offer.

This article covers what the employee pays. It does not cover what you pay on top as the employer. Two items matter for the employee: the pension contribution and income tax. A tax credit for employees then reduces the tax.

Step 1: the employee pension contribution

The first deduction is the employee share of the pension contribution to INPS, the Italian social security institute. For employees the rate is 9.19% of the contribution base. This is the main IVS rate, which covers old age, disability and survivors.

The employer withholds it every month. The employee never handles it.

Other items can apply depending on the contract and the sector. We do not cover them here. The 9.19% is the core figure to plan around.

Step 2: income tax (IRPEF)

Italian income tax is progressive. Each slice of income is taxed at its own rate. The rate does not apply to the whole salary. There are three brackets:

Annual taxable income Rate
Up to 28,000 EUR 23%
From 28,000 to 50,000 EUR 33%
Above 50,000 EUR 43%

So the first 28,000 EUR is taxed at 23%. Only the part between 28,000 and 50,000 is taxed at 33%. Only the part above 50,000 is taxed at 43%.

A common mistake is to see 43% and assume the employee loses that share of the whole salary. That is wrong. The top rate hits only the top slice.

The taxable income is the gross salary after the employee pension contribution is taken out. This is why the order of the steps matters.

Step 3: the employment tax credit

After IRPEF is calculated, Italy gives employees a tax credit called the detrazione per lavoro dipendente. It lowers the tax due. It is largest for lower incomes and shrinks as income grows.

Here R is the reference income. The credit works like this:

  • R up to 15,000 EUR: 1,955 EUR. There is a minimum of 690 EUR. For fixed-term contracts the minimum is 1,380 EUR.
  • R from 15,000 to 28,000 EUR: 1,910 EUR plus 1,190 × (28,000 − R) / 13,000.
  • R from 28,000 to 50,000 EUR: 1,910 × (50,000 − R) / 22,000.
  • An extra 65 EUR if R is between 25,000 and 35,000 EUR.
  • Above 50,000 EUR: zero.

The credit falls smoothly as income rises. There is no cliff where the benefit disappears overnight. Above 50,000 EUR it is gone completely.

What this means for your offer

Three practical points follow.

Net grows more slowly than gross. Each extra euro of gross is taxed at a higher rate as the salary climbs. The tax credit also shrinks over the same range. In the 28,000 to 50,000 EUR range, a raise is taxed at 33% and also loses part of the credit. The employee keeps less of each raise there than the bracket rate alone suggests.

Fixed-term contracts get a higher floor. At low incomes the minimum credit is 1,380 EUR on a fixed-term contract, against 690 EUR otherwise. This only matters for lower salaries.

Candidates think in net. Italian candidates often compare offers by the net monthly amount. If you quote only gross, you may look weaker than a competitor who explains the net figure. Show the breakdown early.

How to calculate it

The steps are always the same:

  1. Take the gross annual salary.
  2. Subtract the employee pension contribution at 9.19%.
  3. Apply the three IRPEF brackets to what remains.
  4. Subtract the employment tax credit from the tax.
  5. What is left is the net annual pay.

Some employees have extra deductions for family members or other personal circumstances. These change the result and we do not model them here. For a standard employee with no special situation, the five steps above give a reliable estimate.

Why this matters for an international employer

If your team is outside Italy, you may be used to simpler systems. In Italy, the payslip shows several lines and the employee will read each one. A clear explanation avoids disputes in the first months. It also helps you set a gross salary that matches the net the candidate expects.

Work out the net before you make the offer. Do not guess it.
