Your Italian entity is set up and people are about to start. Here are the real options for running payroll: in-house, an accountant, a provider, or an EOR.
Payroll after entity setup in Italy: build or outsource

You have registered your Italian entity. Now people need to be paid, correctly and on time. This is where many foreign companies lose weeks, because payroll in Italy is not a simple monthly transfer.

This article lays out the options for running payroll and the trade-offs of each. It does not tell you what to pick. It tells you what to ask before you choose.

Why Italian payroll is different

Payroll in Italy follows the national collective agreement that applies to your sector. That agreement sets minimum pay, job levels, extra monthly payments, leave rules and notice terms. Social contributions and income tax withholding are calculated each month and reported to the authorities through set channels.

Your head office payroll will not map cleanly onto this. A payslip that looks fine at home can be wrong here. Errors tend to surface later, as a dispute with an employee or a request from an authority.

The rules also change. Contribution rates, thresholds and agreement terms get updated. Someone has to track those changes and apply them.

Option 1: Build it in-house

You hire a payroll specialist, or train someone, and buy payroll software that handles Italian rules.

What works: full control. Data stays with you. It can make sense when you have a large and growing Italian team.

What does not: you carry the knowledge risk. If your one specialist leaves, payroll stops. You also need software, updates, and a person who reads the agreements and contribution changes. For a small team, this is a lot of fixed effort for little volume.

Fits when: you plan a sizeable local headcount and want a permanent local finance function.

Option 2: A local accountant or labour consultant

Many Italian companies use an outside professional for payslips and filings. This is a normal, accepted model.

What works: local expertise, and a person who knows the filing channels. Cost scales with the number of employees.

What does not: you still run the employer side. You must send clean inputs on time: hires, absences, changes in pay. You also need to manage the relationship, often in Italian. Your own entity remains the employer, so legal responsibility stays with you.

Fits when: you already have an Italian entity, someone on your side who speaks the language, and a stable team.

Option 3: A payroll software or service provider

A specialist provider runs the calculation and produces payslips and reports. Some offer a platform, some offer a managed service.

What works: structured process, clear input deadlines, and often English-language support. Easier to compare across countries if you hire in several.

What does not: you are still the employer. The provider calculates, but you approve and you are accountable. You also need to confirm that the provider covers the agreement that applies to your sector, not just the standard rules.

Fits when: you want a process instead of a person, and you have internal staff who can review the output.

Option 4: Use an Employer of Record (EOR)

With an Employer of Record (EOR), the EOR is the legal employer in Italy. It runs payroll, handles contributions and withholding, issues payslips and manages the employment contract. Your team works for you day to day. The employment paperwork sits with the EOR.

What works: no payroll build, no local filing duties for you, and a single point of contact. It also removes the need for an entity in the first place, which is worth remembering if you have set one up only to pay a few people.

What does not: you pay a service fee on top of employment cost. You also give up some direct control over contract administration. If you plan a large local team over time, the economics change and you may want to move to your own payroll later.

Fits when: the team is small, you want to move fast, or you are testing the market.

Questions to ask before you decide

  • How many people will you employ here over the next year, and how fast?
  • Who on your side will review payslips and send monthly inputs?
  • Which collective agreement applies to your sector, and does the provider know it well?
  • Who is accountable if a payslip or a filing is wrong?
  • Can you change model later without disrupting employees?
  • Do you need to keep the entity at all, for other reasons such as sales or a branch function?

A practical way to choose

For a very small team, outsourcing the whole function is usually simpler than building anything. For a growing team with a local finance lead, an accountant or provider plus internal review works well. For a large, stable team, an in-house function can pay off.

Whatever you choose, put the process in writing. Agree input deadlines, approval steps and who answers employee questions. Most payroll problems come from unclear handovers, not from the calculation.
